    remark: The book which Mr. Handl refers to, "Herr Biedermann und die Brandstifter" [Mr. Biedermann and the arsonists (verbatim translation)] by Max Frisch is a well known play in countries with german as a language. tl;dr to follow. It's about a citizen who reads in a newspaper about door sales people that enter people's houses in order to burn them down. There's a knock at his door and there's a stranger who says he's not one of those and that they ought to hang these people. After some time, some members of the household suggest to the stranger that he leaves, but he doesn't do it. After some time another person also enters the home. They roll barrels of fuel into the house, Mr. Biedermann hears it and demands to see what's going on. The second stranger is hiding at that point. But then he comes out and even though Mr. Biedermann threatens to call the police he doesn't do anything and now has two strangers in his house and a barrel of fuel. He even defends the guys once the police arrives. Now Mr. Biedermann tries to become friends with the guys and wants to invite them to dinner. He goes to the attic where one of them is preparing the fuel barrels further. The stranger tells him that the other guy was getting more material and that he himself has been to prison once, and that the three best cloaking devices were joking, sentimentality and truth. Mr. Biedermann thinks he is joking. After he leaves the attic again, a third stranger appears, he is assigned to guard the barrels. At one point Biedermann states towards the strangers that he suspected them from the start and what they would have done if they were him. By now, Mr. Biedermann helps them with their preparations and while they are having dinner, the strangers are constantly complaining. They tell Biedermann that they were at other places that have burned to the ground. While they are having dinner, they hear a fire engine and it's pretty close. One of the strangers says that they always were proceeding like that, getting the fire fighters into some quarter that's far away and then blocking the way back when it starts. Biedermann begs them to stop joking and they say that they aren't joking. Mr. Biedermann asks them how he can prove that he believes that they are no arsonists, but that he is their friend instead and so they ask him for matches and he hands them matches. After some time other people in his living room ask him why he did do it, may it not be dangerous. His answer is that if they were arsonists they would have their own matches. The house then burns to the ground.

    The play is taken in general to indicate that extreme tolerance in spite of clear signs to danger can mean your own end.

    remark: "innenausschuss" was translated as "Committee for Security and Civil Rights", because that's the area that they are active in.
