Oh', what I would give to be a 'Fly-On-The-Wall' in the offices of Shank, OSA, ABLE Canada,
Brad Melnychuk, Andre Ahern, Sylvain Fournier, COS Montreal and Quebec City, Stanard,
Yvonne Rodgers - US East Coast Narconon, and a few others over the next while.

'Strike-Three' ... you're out, Miscavige ... 'Canada is a Narconon Feeezone' country, and by hell or
high-water, 'We The People' will 'Stand on Guard' and keep it that way.

Town of Milton’s denial of scientology-based facility upheld by OMB

    By Rachael Williams, Inside Halton

A recent appeal to the Ontario Municipal Board (OMB) to establish a Scientology-based drug and rehabilitation facility on Milburough Line has been denied.

The provincial ruling upheld a decision made by the Town of Milton’s committee of adjustment to deny the application of Social Betterment Properties International (SBPI), to set up a Narconon treatment facility at 7651 Milburough Line. If approved, the facility would have seen up to 10 people at a time receive addiction treatment using “drug replacement therapy” favoured by scientologists, including detoxifying sauna sessions and high doses of vitamins.

“The decision had nothing to do with the validity of the service or the need for it. It was strictly on planning grounds, as it should be,” said Ward 3 Councillor Cindy Lunau, whose ward includes the Milburough Line address.

The decision was, according to the OMB case file, based on the definition of what constitutes a “group home type 2.” The bylaw states this type of facility is to be “licensed, approved or supervised, or funded by the province of Ontario.” It didn’t meet any of these criteria.

An “expert witness” and registered professional planner retained by SBPI, Colin Chung, told the hearing that provincial oversight only applies to traditional treatment and rehabilitation programs and the Narconon program doesn’t fall under that category.

Multiple attempts to reach SBPI and Narconon were unsuccessful.

According to the case file, three other planners testified in opposition, including Town planner Angela Janzen, who argued the municipality doesn’t have the expertise to deal with individual, private group home programs.

Another factor in the OMB’s decision included the appropriateness of the location. Barbara Koopmans, planning director for the Town, told the Champion since that area of Milburough Line is primarily agricultural, it wouldn’t be properly supported by essential services such as municipal water or sanitation.

William Caldwell, a resident adjacent to the subject site, appeared before the OMB addressing similar concerns, including emergency vehicles being able to reach the site quickly, according to the OMB report.

Lunau said residents such as Caldwell deserved a lot of credit for coming together with reasoned and rational arguments such as this.

“It’s not just a NIMBY (not in my backyard) question. It’s truly what is appropriate for the neighbourhood.”

Conservation Halton also commented that the site would be susceptible to flooding.

To top it off, all of these issues were contrary to the Provincial Policy Statement and the Greenbelt Plan.

Narconon’s head office is located in Los Angeles, California. The company has more than 100 locations in more than 30 different countries. According to the Toronto Star, it has been the subject of lawsuits in the United States, filed by the families of three Narconon clients who died at an Oklahoma facility.

Lunau was adamant that no matter why the facility has made headlines, “the only thing I really comes down to is what is good planning.”

    Narconon rejected in Canada, again

By Tony Ortega, The Underground Bunker

Just a few days after a county council in Maryland denied Scientology a zoning change it needed to put in a rehab clinic, the same Scientology entity, Social Betterment Properties International, was denied a zoning change by the Ontario Municipal Board for a rehab clinic it wanted to put into the Canadian town of Milton.

In October, Scientology leader David Miscavige announced to his followers that Scientology would open a new set of “Ideal” Narconon rehab clinics around the world. But three of them — in Australia, Canada, and Maryland — have been denied the zoning or permits they need to open for business. We can’t remember a Miscavige initiative running into this kind of interference in a long time, if ever. We expect that he’ll just redouble his efforts. But in the wake of the film Going Clear, public awareness has reached such a level, it’s getting difficult for Scientology to rely on its time-tested techniques. This is getting interesting.

I see that Derek fucking Lee popped up again to sing Scientology's praises. "That's nice, so what?" said the Board.

With now having FOUR written complaints in hand with expressed permission to use their
names in a Formal Complaint to Revenue Canada Charities Division for misrepresentation
and fraud concerning Narconon issuing Tax Deductable receipts to patients at NN TR that were
refused as a Tax Deduction due to NN TR not being recognized as a medical treatment, it's time
to tie in some book chapter edits in with this complaint to Revenue Canada to REVOKE
Melnychuk's scam. Will contact 2 politicians in Canada and Cc them the complaint.

Complaints or concerns about registered charities

The Canada Revenue Agency (CRA) takes abuse of Canada's tax laws very seriously. When registered charities do not fully comply with tax legislation, it places an unfair burden on law‑abiding taxpayers and businesses, and it jeopardizes the integrity of Canada's tax base, as well as the integrity of the charitable sector as a whole.
If you have a complaint or concern about a registered charity, email the Compliance Division of the Charities Directorate at, or contact the Charities Directorate. Please provide the name and, if possible, the registration number of the charity, along with detailed information in support of your complaint or concern.

^^Truth. The federal tax agency south of the border needs to grow some balls and revoke tax-exempt status of scam businesses operating behind religious cloaking.

From the Ontario Municipal Board decision, it seems that Narconon, Incorporated finally took the stage as the visible Narconon entity alongside SBPI.

Looking at their T3010 info for 2013, it's nothing but "drug education" fluff, raising and spending in the $2700 range. (Likely the same stuff that Foundation for a Drug Free World claims.)

However, the failed Hockley Valley Narconon attempt was during that time, and there's nothing on their visible information to reflect that. INCORPORATED&r=

^ I don't know if that link will remain good. I'll try to save copies of the T3010s like the US Form 990s.

The timing of this Formal Complaint to Revenue Canada fits perfect with another matter I'm working
on concerning Scientology's property and school Tax exemptions that the individual Provinces give them.

POST by Me on the BUNKER:>

    David E Love
RE:> [We expect that he’ll just redouble his efforts.] Indeed, the wee 'Guy' must be livid, and as Rinder said, "Insulted." Good! In my opinion, first, I think 'He' must put the cork back in his Scotch bottle and at least try to 'THINK' before he micro-manages Social Betterment Properties International buying a potential NN property that will give them troubles like these last 3 in Canada, USA, and Australia. Buying properties with the wrong zoning and applying for a variance etc. will no doubt be another fail - and it gives citizens more time to launch a campaign to say "No Narconon". Narconon Incorporated (Brad Melnychuk - ABLE Canada) will now face a formal complaint to Revenue Canada to have their Charity status Revoked. Four ex-NN patients have provided written statements that their Charitable Tax Receipt they received from NN in Canada was not accepted due to NN not being an accepted medical drug rehab treatment. 'Narconon Canada' (now dissolved) - 'Narconon Trois-Rivieres' (closed) - 'Narconon Calgary' (CLOSED). Narconon in Canada has failed the 'Social Benefit' test with politicians I'm in contact with, and *IF* Miscavige tries again in Canada, he will face untold opposition and very BAD PR. ---- Cheers to ALL on the Bunker, hope you have an awesome day. :) <3

I really, really like this bit from the OMB decision:
They're not buying for a second that narCONon Int's "oversight" comes even close to what's required by the law.
I wish more US municipalities would bring down the "ban hammer" using this kind of insight.

and I would imagine a pic of some people with their head up Scientology's ass would also be appropriate.
Would really love to hear an explanation from the IRS and the government why the COS is allowed to continue to hurt people mentally, financially and physically. Even though it would be BS response, it should be heard by the people of the US.
Especially by the tax payers. I have always said that the tax payers of the US, have to be made aware of how much tax free property is a burden on them. I don't think ANY religion should be tax free. BTW
    But Scientology? HELL NO

In my view, no organization supported by "donations" should receive tax-exemption UNLESS this organization can ANNUALLY DEMONSTRATE a COMMENSURATE TANGIBLE return of goods and/or services to the community in which it exists. A tangible public benefit must exist.
No magical thinking or happy talk generalities accepted.

so many religions do NOTHING for society.
And even if they did, I still don't think they should be tax exempt.

Picking brains while in the USA today to fill in a few book chapter gaps, and I now have an incredible
person to help with some chapter EDITS into being a 'Page-Turner' -- a Screen Writer who worked in Hollywood
and now still writes Scripts elsewhere in the USA.

THIS ^^^ ... This is where $cientology and NarcaCON is a FAIL 100% of the time to the extent that it
    works in REVERSE!!!

I'm sitting with someone right now who was a 'Yellow-Jacket' wearing 'Volunteer Minister' /Cough-Gag\
and shake my head. $cienfailology does NOT believe in Charity, as quoted by LRH - it is 'Out-Exchange'
so NO charity 'Soup-Lines' - NO free clothing to the poor in sub-zero weather (these people are looked
upon as DBs, 'Degraded Beings') ... no Shelters for the homeless or battered women.

A Vulunteer Minister, in the case I'm talking about (won't mention where they went to) had to pay their
own Flight Ticket, pay for their own lodging and meals, and the ONLY thing that was given away for
FREE was 'The Way to Happiness' books, then try to Route them into a tent for Assists.

There was one other thing that was FREE ... the film crew to produce a Video to Reg IAS Whales to

Other organizations and churches, like the Salvation Army, Red Cross, and many churches who provide
Shelter for the downtrodden and food for the hungry and clothes for the poor, in my opinion, do deserve
to be tax exempt to the generous people who have compassion and give money to help others.

The Salvation Army has a huge drug rehab center, emergency shelter, and other NO COST or
LOW COST depending on income, if any. << ALL these are subsidized by donations. AND, the
Success Rate at their drug rehab centers and half-way houses are much higher than NarcaCONS.

My 2 cents worth ... now back to writing.

I certainly don't understand how Narconon could rate charity status. They charge a small fortune for their dangerous rehab quackery, and the Hubbard-based drug "education" stuff is done by the Foundation for a Drug-Free World front now.

    What's left that's charitable?

And Narconon Incorporated is non other than the infamous Brad Melnychuk who wiggles his
way into government and health meetings, all 'puffed-up' like a rooster in heat - expecting
whatever he says will be believed. I spent many hours/days with this nut-bar at NN TR while
on Post and in private meetings with him. I'm surprsised he's not much bigger after
swallowing all the LRH 'Green and Red Volumes' -

All of Narconon and Scientology's massive criminal activities and the abuse of it's "parishioners" is one big honking, ginormous, huge red flag that the US chooses to ignore.
Will the US be held accountable for turning a blind eye and a blind ear?
People have been warning them for YEARS. They have been provided with documents, movies, videos, personal stories, people have died, there have been mysterious deaths and more, but what have they done? Do they even have a reaction?
I would imagine that an awful lot of people signed the COS tax exempt revoke petition, but yet I haven't heard one peep about it from them.
And we the tax payers are carrying their cult asses.
Something is very wrong with this picture.

Narconon International claiming to be an equal oversight to otherwise given to the Province of Ontario
is a 'Coffee-Spitting-Out-of-Mouth' laugh. Blood-Sucking NN Int. doesn't give a rats ass about oversight
that helps protect the safety and health of vulnerable patients ... their only interest is STATS and more
STATS ... and seeing that the Lron Tech is *IN* ... and of course receiving their 10% fees, that, of course
would NOT be a conflict of interest whatsoever! DUH!!!
