San Jacinto City Council Members Indicted (4 of 5) LA Times reported today that the same folks who opposed the interests of Gold Base recently, are now being pursued by Riverside County DA Rod Pacheco (the same guy that County Supervisor Jeff Stone's son works for!). According to that paper: "Sweeping Riverside County corruption probe includes charges against 4 of 5 San Jacinto council members" Riverside County prosecutors today announced a 155-count indictment in a large public corruption investigation that includes charges against several elected officials. The indictments target nine people, including four of the five members of the San Jacinto City Council, The charges, which include 56 felony counts, allege that the participants, including the mayor of San Jacinto, conspired to launder campaign funds into campaign committees. "These elected officials were entrusted with power and misused that power to advance their own political ambition and to satisfy their greed," said Riverside County Dist. Atty. Rod Pacheco. [Those indicted were Mayor Dale Stubblefield as well as council members Jim Ayres, John Mansperger and James Potts. Also indicted were Nancy Ayres, Byron Jerry Ellison, Stephen Holgate, Robert Osborne and Scott Shaull.] San Jacinto is east of Riverside. The fast-growing city has a population of about 35,000. The city's website describes it as a "dynamic city located in the Inland Empire region of Southern California — one of the fastest growing regions in the nation." The Chairman of the Soboba Indian tribe (Roberto Salgado), neighbors to Gold Base who have been friendly to inquiring critics, was indicted for alleged bribery and arrested by the FBI on October 23rd. Salgado also had run-ins with the Riverside County Sheriff's Department.

In one of the most sweeping public corruption cases to hit the Inland region, prosecutors say hundreds of thousands of dollars exchanged hands between the council members and the developers and businessmen. Goods and property also were traded, prosecutors say. "These elected officials were entrusted with power and misused that power to advance their own political ambition and to satisfy their greed," Riverside County District Attorney Rod Pacheco said. "It's a good city with a lot of good folks there. They deserve better." The 155-count indictment includes 56 felonies and 99 misdemeanors ranging from money laundering, tax fraud, bribery, perjury and filing false government documents. "Laws are useless unless they are enforced," Pacheco said. "Failure to enforce public-integrity laws is a threat to democracy. The public has a right to be free from corrupt individuals." Not only do the charges involve city council campaigns but they also focus on a bitter 2006 Republican primary fight for the 65th Assembly seat. During the 18-month long investigation, authorities served 32 search warrants, and a special criminal grand jury interviewed more than 120 people. Those indicted are San Jacinto Mayor Dale Stubblefield, Jr., 41; Vice Mayor John Mansperger, 41; Councilman James Potts, 67; and Councilman JimAyres, 48. In addition, Ayres wife, Nancy Jo Ayres, 44, is among those named in the indictment as are Stephen Russell Holgate, 62, of San Jacinto; Scott Douglas Shaull, 45, of Roseville; Robert Edward Osborne, 69, of Los Angeles; and Byron Jerry Ellison, Sr., 70, of San Jacinto. The nine defendants all appeared in a packed courtroom Thursday in downtown Riverside before Superior Court Judge Michael B. Donner. They either pleaded not guilty or deferred entering a plea. They will make another court appearance in early December. Ayres and his wife declined to comment through their lawyers. Potts also declined to comment through his attorney. Stubblefield, Mansperger, Holgate, Osborne and Ellison all were spirited away from court and could not be reached for comment. When reached by telephone, Shaull declined to comment and referred questions to his attorney, Jeffrey A. Van Wagenen Jr., Van Wagenen said Thursday it was too soon to comment. He is still waiting for information on the indictment, he said. "Right now everyone is in the dark," Van Wagenen said. The maximum some of the defendants could receive is 26 years in prison. The reason the city now contracts with the Riverside County Sheriff's Department for police services is because the original San Jacinto Police Department was disbanded and most of its officers fired in 2004 because of its own corruption scandal.
