Exclusive: Russian-bought Black Lives Matter ad on Facebook targeted Baltimore and Ferguson

Ferguson and Baltimore had gained widespread attention for the large and violent protests over police shootings of black men. The decision to target the ad in those two cities offers the first look at how accounts linked to the Russian government-affiliated troll farm known as the Internet Research Agency used geographically targeted advertising to sow political chaos in the United States, the sources said.

Facebook has previously said that roughly one-quarter of the 3,000 ads bought by the agency were geographically targeted, but it has not revealed any specific locations. Facebook has also not revealed which demographic groups and interest groups were targeted by the ads.

The Black Lives Matter ad appeared on Facebook at some point in late 2015 or early 2016, the sources said. The sources said it appears the ad was meant to appear both as supporting Black Lives Matter but also could be seen as portraying the group as threatening to some residents of Baltimore and Ferguson.

New descriptions of the Russian-bought ads shared with CNN suggest that the apparent goal of the Russian buyers was to amplify political discord and fuel an atmosphere of incivility and chaos, though not necessarily to promote one candidate or cause over another. Facebook's review of Russian efforts on its platform focused on a timeframe from June 2015 to May 2017.

These ranged from posts promoting Black Lives Matter to posts promoting gun rights and the Second Amendment to posts warning about what they said was the threat undocumented immigrants posed to American democracy. Beyond the election, Russians have sought to raise questions about western democracies.

"This is consistent with the overall goal of creating discord inside the body politic here in the United States, and really across the West," Steve Hall, the former CIA officer and CNN National Security Analyst, said. "It shows they the level of sophistication of their targeting. They are able to sow discord in a very granular nature, target certain communities and link them up with certain issues."

The Internet Research Agency is a shadowy agency that U.S. military intelligence has described as "a state-funded organization that blogs and tweets on behalf of the Kremlin." A senior Kremlin spokesman said last week that Russia did not buy ads on Facebook to influence the election.

The ads were bought through Facebook's self-service ad model, which allows buyers to target their ads to users based on several criteria, including geographic location, demographic categories and specific interests.

Senator Mark Warner, the top-ranking Democrat on the Senate Intelligence Committee, said Tuesday that the "million-dollar question" about the Facebook ads centered on how the Russians knew whom to target.

WASHINGTON (Reuters) - Google has discovered Russian operatives spent tens of thousands of dollars on ads on its YouTube, Gmail and Google Search products in an effort to meddle in the 2016 U.S. presidential election, a person briefed on the company’s probe told Reuters on Monday.

The ads do not appear to be from the same Kremlin-affiliated entity that bought ads on Facebook Inc (FB.O), but may indicate a broader Russian online disinformation effort, according to the source, who was not authorized to discuss details of the confidential investigation by Alphabet Inc’s (GOOGL.O) Google.

Microsoft Corp (MSFT.O) said separately on Monday that it was looking at whether Russians bought U.S. election ads on its Bing search engine or other Microsoft-owned products and platforms. A spokeswoman for the company declined to comment further.

The revelation about Google is likely to fuel further scrutiny of the role that Silicon Valley technology giants may have unwittingly played during last year’s election. U.S. intelligence agencies have concluded that Moscow’s goal was to help elect Donald Trump.

Google has uncovered less than $100,000 in ad spending potentially linked to Russian actors, the source said.

Russia to act against Google if Sputnik, RT get lower search rankings: official

The Kremlin will take action against Alphabet Inc’s (GOOGL.O) Google if articles from Russian news websites Sputnik and Russia Today are placed lower in search results, the Interfax news service cited Russia’s chief media regulator as saying on Tuesday.

Alexander Zharov, head of media regulator Roskomnadzor, said his agency sent a letter to Google on Tuesday requesting clarification on comments Saturday by Alphabet Executive Chairman Eric Schmidt about how the Russian websites would be treated in search, according to Interfax.

“We will receive an answer and understand what to do next,” Interfax quoted Zharov as saying. “We hope our opinion will be heard, and we won’t have to resort to more serious” retaliatory measures.

Schmidt, speaking on stage at the Halifax International Security Forum on Saturday, responded to a question about Sputnik articles appearing on Google by saying the company was working to give less prominence to “those kinds of websites” as opposed to delisting them.

The Russian government funds Sputnik and Russia Today, or RT. Both of the websites spread misinformation and published stories that were negative toward Hillary Clinton during the 2016 U.S. presidential election, U.S. intelligence agencies have said.

“It’s basically RT and Sputnik that are the two, and there’s a whole bunch of coverage about what we’re doing there,” Schmidt said, according to a video of the talk posted on the event’s Facebook page.

Google spokeswoman Andrea Faville said Schmidt was referring to ongoing efforts announced in April to demote search results that link to low quality, false and deliberately misleading content. The company said at the time it would work to highlight authoritative content.

Google does not manually assign rankings to individual websites, Faville said, but analyzes a website’s attributes to automatically give it a position in results.

Russia’s Zharov said he would monitor “how discriminating this measure will be in its practical embodiment,” Sputnik reported Tuesday. “It is obvious that we will defend our media,” he said.

RT had received guaranteed ad revenue from YouTube until September, when the Google unit removed it as preferred partner.

“We didn’t see this a few years ago,” Schmidt told the Halifax gathering about the propaganda. “We didn’t realize this could be so pervasive.”

Vladimir Putin doesn't care about diplomats being expelled from foreign countries — he only cares about cash, according to human rights activist Bill Browder.

Browder, a British hedge fund manager who was once the largest foreign investor in Russia, but now calls himself the Russian president's number-one enemy.

"Putin is a guy who only understands hard boundaries ... he only understands real consequences and he only understands things that he cares about," he says.

"What he cares about is his money."

Factbox: How Russians may have acted to interfere with U.S. Congressional elections

(Reuters) - A U.S. indictment charging a Russian national with playing a prominent role in a Kremlin-backed plan to conduct “information warfare” to influence the U.S. midterm elections suggested that Russian influence operations have become more sophisticated since a campaign to impact the U.S. 2016 presidential election.

Elena Alekseevna Khusyaynova was the chief accountant for Project Lakhta, an operation started in 2014 that amplified news articles and social media posts by pushing them wider and posted links to domestic media with specific messages attacking individuals and political parties, among other tactics.
Court documents cited examples of advice the group’s organizers gave operatives on how to position:

- An article on former U.S. Senator John McCain’s opposition to building a wall on the Mexican border.
“Brand McCain as an old geezer who has lost it and who long ago belonged in a home for the elderly. Emphasize that John McCain’s pathological hatred toward Donald Trump and all his initiatives crosses all reasonable borders and limits,” organizers urged.

— An article on U.S. House of Representatives Speaker Paul Ryan’s opposition to President Donald Trump’s efforts to cut immigration.
“Brand Paul Ryan a complete and absolute nobody incapable of any decisiveness. Emphasize that while serving as Speaker, this two-faced loudmouth has not accomplished anything good for America or for American citizens.”

- An article that allegedly described “the 8 dirtiest scandals” of Special Prosecutor Robert Mueller.
“Special Prosecutor Mueller is a puppet of the establishment. List scandals that took place when Mueller headed the FBI.”

Russian Propaganda Networks Are Promoting White Nationalist Faith Goldy’s Run for Toronto Mayor

Two of the Kremlin’s top international propaganda channels are boosting a former Rebel Media host’s long shot bid to become mayor of Toronto.

In the closing days of Toronto’s municipal election, Russian state-run outlets RT and Sputnik are publishing glowing puff pieces, uncritical interviews and viral videos about Faith Goldy, recasting the controversial white nationalist candidate as a “plucky outsider” and a “rising threat to the establishment.”

The Russian outlets simultaneously offer thin excuses for Goldy’s well-documented ties to white supremacists and neo-Nazi groups, downplaying her past controversial statements as nothing more than a playful “sort of free speech dare.”

Russian Twitter trolls stoke anti-immigrant lies ahead of Canadian election

Russian troll activity on Twitter aimed at influencing public opinion has attracted a lot of attention in the United States and other western democracies. Canadians may feel it’s not an issue here. But a recent examination of Twitter data suggests there are reasons to be concerned as the country heads into a federal election.

Here’s why: Our research shows Russian trolls were trying to stoke divisions among Canadians by tweeting fake news stories and Islamaphobic statements after the Québec mosque shootings in 2017. The Russians have used similar techniques to disrupt and sow dissent in other countries. It’s reasonable to assume the same thing could happen in advance of the October election.

The Québec mosque terrorist incident on Jan. 29, 2017, was a horrific event that created a great deal of fear among Muslims living in Canada and elsewhere. Although Alexandre Bissonnette, a man with links to white nationalism, confessed to murdering the six Muslim victims and injuring many others, some media outlets initially focused on a Moroccan man as the alleged terrorist on the first day, reinforcing the stereotype of Muslim men as terrorists.

We decided to examine the social media debates about the Québec mosque shooting, so we collected 18,533 tweets from Jan. 30 to Feb. 12, 2017, using the hashtags #QuebecShooting and #QuebecMosqueShooting. In our study of these hashtags, we found two main polarized communities making claims about their positions towards the Québec mosque shooting.

We also found the majority of social media users on Twitter showed sympathy towards the victims. To a lesser extent, we found that fake news stories were discussed mostly in relation to Fox News channel’s initial promotion of a Moroccan shooter (mentioned 1,335 times). The Moroccan discussed was in fact a witness to the shooting.
