Note: Social Betterment Properties International isn't Narconon, it's pure Church of Scientology International. CSI is the sole member of the corporation and appoints the rubber-stamp board. It's right in their articles of incorporation (2003):

I am so sick and tired of seeing this Cult of Greed - Narconon-Scientology and other Corps

Yeah, which is why the Ronbots were having a field day until word got around about the poll. At least it's an unofficial one.

The meeting with the votes that will really count starts in about 45 minutes, at 4:30pm EDT.

Frederick Council delays vote on Scientology-backed rehab center | The Washington Post

The Frederick County Council delayed a vote Tuesday on whether to approve a historical designation for Trout Run, a Camp David stand-in on “The West Wing” that a Scientology-affiliated drug rehabilitation program wants to use as a treatment facility.

This was the second vote delay. County officials said the council has been flooded with feedback from residents in the past two weeks, and, earlier in the day, members received a lengthy presentation from the project’s attorneys and consultants.

Council Vice President M.C. Keegan-Ayer (D) moved to delay the vote until members could review the new materials as well as other records connected with the proposal. The council approved her motion 4 to 3. It’s not clear when the issue will come up again.

Tuesday’s hearing took a different turn, becoming at one point solely about Scientology and Narconon. But this time, it was the supporters who pushed the issue. Several former drug addicts testified about how they were saved by Narconon or Scientology.

Later in the hearing, after Narconon’s representatives made a lengthy presentation about the property’s history, a county attorney told council members that Scientology was a “nonissue” for them, given federal laws protecting organized-belief groups.

Council member Kirby Delauter (R) indicated that he supported the historical designation, as did fellow Republican Billy Shreve.

“This is one of the easier decisions we’ll ever make,” Shreve said. “I don’t think it’s that difficult.”

    Scientology-Affiliated Rehab Center Tabled |

Narconon, the drug treatment program affiliated with the controversial Church of Scientology, has some residents concerned about the program's methods and teachings, but that's not what the County Council is being asked to consider. The council won't need to approve the center's purpose, but instead will decide whether the site should be labeled historic.

Council haven't done their homework. It is not about the beliefs, it's about their unsafe practices masquerading as science.

Scientology: Making fools of your local elected lunkheads since 1952

By Tony Ortega, The Underground Bunker

Scientology purchased a rotting old fishing camp called Trout Run that once served as a stand-in for Camp David in scenes shot for The West Wing. Scientology’s drug rehab network, Narconon, wants to turn the place into a small rehab facility, but in order for that to happen, it needs the zoning on the place changed.

Narconon’s well-compensated consultants figured out that if the place were designated a historic site by local officials, it could then open its drug rehab.

We know that makes absolutely no sense, but Scientology doesn’t care if something makes sense. They just want a place where they can open another clinic. They don’t really care if the place is really historic or not.

So in a meeting yesterday held by the Frederick County Council, it was infuriating to see that some of the council members kept insisting that the decision before them had nothing to do with whether Scientology was going to move in with another drug rehab, but simply whether Trout Run — where President Herbert Hoover once cast a line in a manner that was no doubt one for the ages — should be designated a historic site.

These council members had been so “safepointed” by Scientology’s consultants, they refused to consider whether it was really a good idea to have the church move its unscientific quack detox program into a remote area, far from any hospitals where inevitably some of its patients would have to be rushed for treatment and, heaven forbid, for autopsies.

After recent patient deaths in Georgia, Michigan, California and Oklahoma, you might think that the good folks of Frederick County would wonder about the deceitful nature of Narconon that’s been exposed by attorneys like Ryan Hamilton, Jeff Ray, and David Miller. When will government officials and the media figure it out: Narconon is Scientology, and it offers patients Scientology training rather than the drug counseling it promises.

But, you know, details. And politicians are busy.

Can local officials really be so completely bamboozled that they actually believe their vote is merely about designating a fish camp a historic place?

It’s another classic example of American officialdom outsmarted and outgunned by Scientology, which has no ethical purpose other than to perpetuate itself.

Is there no one in an official capacity in this country who cannot be subverted by the pretty talk of Scientology’s slick agents?

The level of stupidity and blinders are unreal.
I think padded pockets plays a big part. IT HAS TO!
If it doesn't play a big part, then that is REALLY scary, because that is the only thing that would make ANY sense to me.
Send these idiots the pictures of all the people who died in OK Narconon and ask them if they want to be responsible for the next death or health injury. Do they want to be responsible for another person getting indoctrinated into Scientology? Do they want this on their heads?
    The stupid…. it hurts!
And it will end up hurting a lot more people.

Did the lawyers who are in involved in the current NN lawsuits contact them?
They can send their business cards and say "here you go, if this place opens, the patients will need our services" LOL!

Decision Delayed Once Again On Trout Run Property | WFMD

A vote on whether to add the Trout Run property along Catoctin Hollow Road near Thurmont to the Frederick County Register of Historic Places has been delayed once again. The County Council on Tuesday agreed to put off a decision on this request for more than 30-days so that members can read through some additional materials which have come forward.

The passing motion made by Council Vice President MC Keegan-Ayer also states that the record for this case was officially closed on Tuesday afternoon.

There's a lot of comments in the local news for that area about "greased palms" being involved with a particular politician involved on a lot of issues, not just narCONon. I'm not in that area, so can't say for sure, but take a look at the comments in the Fredrick News-Ledger, Washington Post, etc., on Trout Run stories the last 6 months or so.

Recorded call to Trout Run, Maryland a few minutes ago and published EXCERPT from
    call up on SoundCloud.

Scientology-Narconon drug rehab center seeks to prove Maryland site near Camp David 'historic' so that it can build treatment center that costs up to $30,000 a month. Narconon now faces dozens of lawsuits for wrongful death, fraud, civil conspiracy, and Scientology is a concicted criminal organization that exploits and violates human rights and freedoms.

  24. The video of hearing is now up.

Trout Run issue starts around 58 min mark. Best best is to wait til the video rolls and then look at the Index text box below the screen, click the little dot preceding the agenda item lettered d. as noted below:

Once the screen is showing that section, you will hear from the planning dept guy names Denis, council questions, then you can scroll ahead to hear Social Betterment Properties' attorney Bruce Dean, ...more questions, public comments and the decision to postpone and why.

I don't know how to embed the whole thing here, or if can be embedded, but here the code

Scientology seeking to open Narconon in Maryland has public up in arms

This statement by Sylvia Stanard that “Narconon is a secular program” has been refuted under oath during a deposition and even by Standards’ own Scientology associates, ‘Narconon director of Legal Affairs’ that stated “Scientology is taught at Narconon” and uses L. Ron Hubbard’s written policies and books. On numerous occasions, it has been proven without a doubt, that Narconon is not a secular program and uses the so-called religious teachings of Scientology.

Some media reports state that “Narconon is alleged to be “connected to Scientology” – when in absolute fact, Narconon is a Scientology entity under an agreement with the IRS, Narconon’s program is 100% Scientology religious doctrine, policies, and is administered and directed by Scientology’s Office of Special Affairs and Scientology’s elite Sea Org.

When Frederick County was contacted yesterday by the Examiner, the spokesperson says the county has been inundated with calls from media and concerned citizens and has received countless emails and documents in opposition of the Narconon center proposal.

  35. Asking people to sign and share link to this ipetition created by community members aka 'Protect Frederick'.

Name and email address for confirmation by ipetitions are all that is required.

Tell the Frederick County Council to vote against Scientology and their special exception request.

"The Frederick County Council has postponed their vote till next month on whether or not to grant the Scientology arm, Narconon, a special historic designation at Trout Run. Without the historical designation the current zoning code would never allow for the renovation and facility they intend. This is a clear attempt to skirt proper zoning.
The Frederick County Council is an elected-policy making body. They have the right and responsibility to consider all aspects, and all consequences of their decision.
Please join us in telling them to vote to protect Frederick, and vote against this motion. "

  36. My bro keeping his shyte togheter:

  37. Last thing we need is another Narconon popping up while we're trying to shut the other ones down! A vote against this motion is a vote to stop Narconon from being able to use the property for a group home. They can't even apply for the license for a Group Home without it.

The property history abounds in undocumented rumor and legend. There is really nothing historic about it but hearsay. The council must vote only on whether it's historic enough to be placed on the county registry of Historic Places. Howard E Haugerud, who sold the property to Social Betterment Properties for $4.5 Million in 2013, seems to have a lively imagination and exaggerated sense of self... Here are some PR and sales brochures about the property starting in 2002, through 2004 which show increasing embellishments purporting 'historic events' to have occurred on the property.

8 pg Brochure 2002 Not one word that it's historic. Only mentions President Hoover 's original furniture being in part of the home

Trout Run Catoctin Furnace, Frederick County, Maryland
    (see pdf links below)
"The owner of this property has removed it from the market while he contemplates entering the race for president as an independent. If elected, he has promised to supply his own Camp David in the form of Trout Run at no expense to the government, thus insuring the savings of millions of dollars for the stressed out tax payers. Should he decide not to run, or fail to be elected, the property will be returned to the market at 20 million dollars. "

"Located just down the mountain from Camp David, this unique property features its own two-mile private wild trout stream. President Eisenhower, an enthusiastic and experienced fly fisherman, was a frequent guest at Trout Run during and after his terms as Chief Executive."

    2 pg Flyer 2003 -
No mention of President Hoover living there. No mention of him at all.
    Only this:
"President Eisenhower, an enthusiastic and experienced fly fisherman, was a frequent guest at Trout Run during and after his terms as Chief Executive."

Still thinking of running for office
    Friday, August 22, 2003
Presidential Campaign Contemplator May Visit Iowa

Then, when he couldn't sell it for $20 million, he put it up for auction, notice the seemingly embellished history all of a sudden?

    Forbes 10/06/2003 @ 12:01AM
    Hoover's Hideaway
"The property is minutes away from Camp David, the current presidential retreat, and an hour away from Washington D.C. It will be sold at an absolute auction on Thursday, Oct. 23 by the National Auction Group. Although there is no reserve, the home was recently listed for $20 million, and interested bidders are required to submit a certified check of $100,000 in order to participate."

Then in 2004, you get this sale brochure:
World Famous Trout Run - Gary Gestson
"World Famous Trout Run -- An Extraordinary Historic Property" with discussions about the history more embellished than the 2002 or 2003 pieces .
