Anderson’s bill was referred to the Assembly Rules Committee in May; there has been no action on it since.

“Honest elected officials are tarnished by the bad actors that use their office to enrich their family members,” the Anderson mailer says. “Assembly Bill 1399 is a bipartisan ethics reform that closes a little-known loophole which allows local elected officials to gift public assets to family members.”

First, the chairman of the Soboba Band of Luiseño Indians, which runs a popular casino and is a major source of charitable donations, was charged in late October as part of a federal criminal indictment accusing him of accepting more than $250,000 in bribes from tribal vendors.

Then, in mid-November, nine people -- including four of the five members of the San Jacinto City Council and one member of the city's school board -- were charged in a 155-count indictment by a Riverside County grand jury.

A total of 15 people, including several prominent developers and the co-founder of the San Jacinto Chamber of Commerce, are charged in the case, which accuses them of conspiring to skirt state campaign-finance laws.

Three weeks later, the police chief at Mt. San Jacinto College was charged with eight felonies, including bribery and perjury, for allegedly steering towing contracts to a company that gave him gifts.

Riverside County Supervisor Jeff Stone, who represents the area, said the accusations are a distraction that could "interrupt the progress of the city moving forward."

Stone, the county supervisor, insists all of the officials and others caught up in the probe are innocent until proven guilty, and he continues to work with them on city and county issues.

He said he doesn't think the scandals will keep new residents from moving to the San Jacinto Valley. They will be more interested in crime rates, parks, schools and other quality-of-life measures.

But large businesses, developers and others who regularly interact with city government might second-guess a move to the valley, he said.

There will be a stigma that they won't be treated fairly or would have to do something extraordinary to get their project approved, he said.

Jeff Stone's corruption is known here. Knowledge of corruption is different than proof. If anyone has proof, now is the time to whip it out.

Riverside County Supervisor Jeff Stone is seeking the Republican nomination for the 36th state Senate District and has a host of issues that he finds important.

He supports efforts to create a part-time Legislature and wants to close loopholes in campaign finance laws, he said in an interview last week.

He said he worked to draft a part-time Legislature measure even before he became a candidate but never took it far and laments officials who hop from one elected post to another because they need the job and income.

Stone said it's unfair for people to try to skirt state campaign finance limits.

"It creates an imbalance when some take advantage of the system," he said.

"We should not condone illegal campaign donations in any form," he said. "We need to close the loopholes."

One of Stone's potential GOP opponents, Rep. Joel Anderson, R-Alpine, was fined $20,000 by the state Fair Political Practices Commission for accepting campaign contributions from the Fresno County Republican Central Committee in excess of state contribution limits.

Republican candidate Jeff Stone slung out an e-mail to media announcing endorsements by three directors of Padre Dam—where Stone’s likely primary opponent, Assemblyman Joel Anderson, used to hold a seat. Past board president August Caires launched a torpedo aimed at sinking Anderson’s campaign, calling him “morally unfit for public office.”

Caires said he and other board members “saw firsthand a pattern of unethical behavior that was very troubling.” After learning that Anderson got “caught and fined $20,000 by the state’s political watchdog organization for a campaign contribution money-laundering scheme,” Caires said he and the other directors became alarmed. “How can we trust Anderson to represent our best interests in Sacramento?”

With fellow party members like that, who needs enemies?

Stone and (perhaps) Anderson will vie for the seat left vacant by Senator Dennis Hollingsworth (R-Murrieta), who must leave office due to term limits. Meanwhile, Democratic State Senate candidate Paul Clay, a teacher, says he’s used to dealing with “victims and victimizers” at a school with gang violence issues. No doubt that will prove useful experience in this no-holds-barred race!

Assemblyman Joel Anderson, R-Alpine, hasn’t declared his candidacy for state Senate, but he’s still considering it.

His chief of staff, Collin McGlashen, says he’s well-positioned because he already represents 41 percent of the 36th Senate District represented by Dennis Hollingsworth, R-Temecula, who cannot run again because of term limits.

“His voting record uniquely fits the conservative district,” McGlashen said.

But Anderson is running out of time and losing ground on endorsements.

The deadline to enter the race is March 17. And Riverside County Supervisor Jeff Stone is gathering endorsements — even on Anderson’s home turf.

Stone recently announced that he had won the endorsements of four out of five members of the East County water board on which Anderson served before winning the 77th district state Assembly seat in 2006.

State Assemblyman Joel Anderson, R-Alpine, yesterday ended months of speculation and announced a bid for the 36th state Senate seat, which straddles San Diego and Riverside counties.

Anderson, 50, fined by the California Fair Political Practices Commission last year for violating state campaign laws, said he’ll run for the seat held by the term-limited state Sen. Dennis Hollingsworth, R-Temecula.

The primaries are scheduled for June 8.

Listed on the California Secretary of State’s Web site as potential candidates in the race are Republicans Jeff Stone, a Riverside County supervisor; Greg Stephens; and Kenneth Dickson.

The only Democrat to file so far is Paul Clay.

Candidates clear after filing deadline

The 36th Senate District has four Republicans, one Democrat and one Libertarian on the ballot. The Republican candidates are Riverside County Supervisor Jeff Stone, of Temecula; Assemblyman Joel Anderson, of La Mesa; Kenneth Dickson, of Murrieta; Xanthi Gionis, of Temecula; and Greg Stephens, of Poway. The other candidates are Democrat Paul Clay, of Murrieta, and Libertarian Michael Metti, of El Cajon.

Riverside County

On the local level in Riverside County, three seats on the Board of Supervisors are up for election. Second District incumbent Supervisor John Tavaglione is seeking a fifth term. He faces Herb Higgins, a Norco resident and safety director and trainer.

Supervisor Marion Ashley, who represents the Fifth District, is running unopposed for a third term.

Supervisor John Benoit was appointed to the board last year to fill out the term of the late Supervisor Roy Wilson. Benoit faces former Palm Springs Police Chief Gary Jeandron.

Meanwhile, Sheriff Stan Sniff, appointed to the post in 2007, has a challenger in his efforts to win election for the first time. Former chief deputy sheriff Frank Robles, who retired in 2007, is running for sheriff.

Anderson introduced legislation last year that was aimed at prohibiting elected county officials from "gifting public assets to their immediate family members." The bill was spotlighted in a taxpayer-funded mailer titled "Accountability: Unethical politicians have abused your tax dollars."

The bill, which failed to emerge from the legislative review process, did not mention Stone or his sister, Lori, by name. But a memo circulated on Anderson’s Assembly letterhead referred to several newspaper stories that focused on Stone paying his sister from past campaign funds while referring to her as an unpaid volunteer in his office. Those stories also examined Lori Stone’s use of a county car and gasoline.

Stone said no rules were broken and Anderson’s attack illustrates the way some legislators abuse state mail privileges.

"It’s shameful," he said.

After all the posturing in 2009 here about how Jeff Stone was gonna tank, I'm surprised at the lack of results.

I propose a comprehensive letter to his opponents with information that can be used by the other Republican candidates to make Stone's record public. He is a nobody in San Diego county.
We need to make him a somebody nobody will want to vote for.

Assemblyman Joel Anderson (R-El Cajon) has picked up endorsements from Congressman Duncan Hunter, Assemblyman Nathan Fletcher and the California Republican Assembly. His primary opponent, Jeff Stone of Riverside, snagged the endorsement of Poway Mayor Don Higginson and La Mesa Mayor Art Madrid. “I call Joel `Maytag’ because of his money laundering skills,” Madrid quipped, referencing $20,000 in fines levied against Anderson by the FPPC for illegally funneling hefty donations through GOP Central Committees.

But Hunter praised Anderson as a “great conservative leader” to replace Dennis Hollingsworth, who is leaving office due to term limits.

Seems that Duncan Hunter received and read the 'Anonymous and Scientology' booklet the San Diego cell made. And he passed it off to Duncan Hunter Jr. who also read it. And now we see the result.

Sometimes effort pays off. This might be one of those times. Anderson isn't a jewel, but he ain't Jeff Stone. I am pleased.

Have to disagree. The Republicans have long campaigned & won elections & key propositions in California. There hasn't been enough interest in Scientology and its abuses at the level demonstrated by anons and ex-Scios. It's an interesting news flash and then fades away.

Jeff Stone is the golden boy of the Republican Party. The Republican Party may not be "trendy" but its gotten alot of support after Obama passed the controversial healthcare bill, particularly in California.

City police responded to a 911 call from a residential neighborhood at abour 10:30 p.m. on Feb. 20 and discovered Madrid lying on the sidewalk near the passenger side of his SUV with vomit nearby. A woman who works in the city finance department was in the driver's seat.
The officers drove them to Madrid's home without giving them sobriety tests, prompting charges of special treatment.
