If anyone is thinking of getting the Parrot AR drone, make sure you get the new 2.0 version. The 2.0 has front 720p HD video, improved stability, beginner flight modes, compass, pressure sensor. They don't mention it in the promo, but they've probably fixed a few epic fail modes, like going out of wifi range and locking on full climb until the battery dies, or a job lot of bearings that needed replacing after 40 hours. Same price. And if you're in trouble, now you can do a barrel roll! It's still the low end of cost and performance for these type of platforms, but the bottom has moved up quite a bit. (And you can buy it in Radio Shack.)

Not sure about California laws on the matter, but estes used to make a rocket with a camera in the nose.If you keep track of the wind, and know elementary rocket science, you can get pics that way. I am pretty sure the scilons would have no idea as to what is going on, and if you were in a good place to recover it, there would be no problems. For extra lulz, make sure you are dressed as boy scouts and claim its for a project, and have video cameras with you. That would keep them for doing anything too stupid to you. Then again, what about a park flyer? you could make one with a camera on the bottom to take pictures. Make sure any rc aircraft looks like a semi official US drone, for paranoia purposes. EX: Have it marked IRS. That way, if the police are called, they will be unsure on how to approach the situation, Furthermore, marking a park flyer, or small rc plane like that is LEGAL. The cons to that are you would have to know how to fly and land an rc plane, which is much harder then it sounds. However, there have been a ton of innovations lately, so the brush-less electric motors are silent and cheap now. This makes night ops more feasible. So having a flir camera and piloting it from a pc would make for an awesome stealth drone. Be sure to remove all serial numbers from the parts, as this will help avoid tracking, and make the paranoia levels go thru the roof.
