I want to make gifs of #occupy hand signs. How?
AFAIK, GIFS are a file format. Most graphics software has the option to save a file as a .GIF
If you are seeking advice on Animated GIFS, I can't help you as I have never made one. I've seen sites on the Internet that give instructions for these as well as sites that will make simple ones for free.
I thought the title said How to make gifts.

I use Photoscape to make my gifs.
For animated gifs you can make the individual frames and put them together using VirtualDub.

Depending on your skills: GIMP has an option to make animated GIF files.
To make them is rather easy: Each "Layer" becomes a "frame" in the animation and all you do is add (replace XXXXms) to the name of each frame. (the XXXXms is the amount of time you want each frame up in milliseconds). Now the Background becomes frame 1 and will be replaced each instant you add the (replace) bit.
[REDACTED] I am also sure that Adobe Photoshop has similar methods to create an animated GIF too.
EDIT: You can use: Replace or Combine. Combine is more for editing GIFs that came from something like a video. More can be found here.
