Ministry of Health & Social Services Responds to Complaint

I recently submitted a formal complaint to the Quebec Ministry of Health and Social Services containing 40 files of documented evidence and statements.

Sending this huge volume of information in one package was a calculated risk, but I felt was neccessary to instill credibility. I think we were right on target, as they have indicated: "In case you have further information to share, please do not hesitate to contact us by phone at the following,.........."

This was 5 months of hard, digging and digging work, but has paid off with a Big Win indeed.

I will contact them to set up a meeting and present the rest of the hundreds of pages of documents and evidence as soon as possible.

I started this new thread aside from the College of Physicians and other complaints, to reduce confusion on the forum and to me :)

Here is a scanned copy of reply from government; in French and English:

Not to be a wet blanket, but this looks like a form letter to me- something that they send to anybody that files a complaint. It's good that they're going to investigate but I wouldn't get your hopes up based on this. Still, keep up the good work.

Narconon Will Have to Show its Credentials - Topix

(Trois-Rivières) Like all drug rehabilitation facilities in the province of Quebec which provide room and board, Narconon Trois-Rivières will have to show its credentials in order to obtain certification from the Quebec Department of Health and Social Services [ministère de la Santé et des Services sociaux], a requirement which will be compulsory beginning on July 1, 2011.

Just days after the publication of statements made by David Edgar Love, a former patient who became an employee and is now speaking out against certain methods used by the centre, the Mauricie Health and Social Services Agency [Agence de santé et de services sociaux de la Mauricie] said it will be keeping an eye on Narconon.

Yes, it could be part form letter, but specifics added. This Ministry was interviewed by the press at the same time I was back in late March - April 2010.

They expressed concern back then with no formal complaint. We'll see what they do now? If they do nothing, the Ombudsman will step in; so I'm confident this will proceed.

This was not just a complaint "letter" I sent them; it was close to 20 pages of statements, with another 39 files attached containing numerous pages to each file.

As a result, the 14 organizations in our region will have to file an application and comply with all the requirements of the Department of Health and Social Services before July 2011. These requirements concern, in particular, the methods of intervention, the physical facilities, safety, employee training, and they might even include prohibiting affiliations to a religion or to a spiritual orientation.

It is known that Narconon has ties with with the Church of Scientology. Its methods of intervention are based on the teachings of L. Ron Hubbard, the founder of the Church of Scientology.

    Experpts From Complaint Doc.

".....In this sauna program there are no doctors, nurses, or any other qualified medical staff to monitor, diagnose, and treat adverse reactions to these dangerous and toxic high doses of niacin and other vitamin concoctions. These vulnerable and ill patients are only monitored by unqualified Narconon staff that examine, diagnose, and prescribed their own pseudoscientific vitamin regimes and other Scientology doctrine therapies for treatment....."

".....Notably, Narconon uses diagnostic techniques which entail risks of injury and they determined medical treatment performed at their facility. Not only did the Narconon staff diagnose adverse reactions, but also monitored the condition of patients whose state of health is problematic and prescribed treatment....."

".....Many other cases of illness, including vomiting, headaches, dizziness, and mental stress, occur while patients undergo treatment in the Narconon sauna program.

".....Narconon does not use any of these medications to prevent a seizure, which in some cases could lead to death. In cases like these, they only examine, diagnose, monitor, and prescribed large doses of vitamins and other pseudoscientific Scientology therapies and cures....."

".....I urge you to carefully examine all of the statements from myself, other patients, ex-staff members, and the numerous attached evidence documents; and then move forward with an in depth inquiry....."

Tomorrow is November 3, 2010. On this date exactly one year ago, I arrived back at Narconon Trois-Rivieres with the Police, followed by CBC TV - Radio Canada and this "Shit Storm" began. Been storming ever since.

Doesn't seem like a year, but it sure has been full of wins I think.

Yes, it's starting. Some international press has already contacted me, but it's not the right time,......yet.

I want to submit an inquiry request to to the Federal Government and Revenue Canada, to have a benefits test similar to Australia and have ALL the COS front groups in Canada, including ABLE Canada, have their Charitable Stutus revoked.

ABLE Canada has a lot of influence, but they are going to be in for a big surprise very soon.

The Rundown on Scientology's Purification Rundown

The Rundown on Scientology's Purification Rundown

    Downtown Medical

Taking niacin in such high amounts can be, to put it lightly, extremely hazardous to one's health, according to Dr. Manoj K. Mittal, a fellow in Emergency Medicine at The Children's Hospital of Philadelphia. In a case study that appeared in April's edition of the Annals of Emergency Medicine, Mittal reported on two adults and two adolescents who suffered serious side effects from taking large amounts of niacin as a vitamin supplement. Both adult patients suffered skin irritation, while both adolescents had potentially fatal reactions to niacin—including liver toxicity and hypoglycemia (low blood sugar) as well as nausea, vomiting and dizziness. One of the teens even experienced heart palpitations. All four patients recovered after treatment.

The connections between Downtown Medical and Narconon, as well as other organizations with strong ties to the Church of Scientology, are fairly apparent. Three of the organization's advisory board members list their experience with Narconon in their biographies, while other board members list their associations with either the Association for Better Living and Education (ABLE) or the Foundation for Advancements in Science and Education (FASE).

Good story. Hope to meet with the Quebec Miniostry of Health and Social Services soon. Not practicing medicine without a licence? We'll see about that as soon as the wheels of justice investigate and put this QUACKERY out of business!

I may be old and need a cane by the time were done, but I will have a humble smile; knowing that "It Can Be Done....."

    An Ol' Irish Quote:
“You see things; and you say, 'Why?' But I dream things that never were; and I say, 'Why not?'”.

I believe with all my heart and soul, that if enough pressure, with evidence and dox, is on the shoulders of the Canadian and Provincial governments, the Narconon and COS Sauna Program will be their demise.

These governments will not tolerate having to ask the tax-payers to pay for substantial health care costs, due to the damage that their Sauna Program causes.

This $20,000 to $30,000 Narconon medicine praticing quackery and pateint abuses and Human Rights violations will stop if I have to keep at it till I'm leaning on a cane :)

Re: David Love - Ministry of Health & Social Services Complaint

Quote from Aline Proulx, Narconon Canada, on November 3, 2009.

I left NN TR on October 28, 2009, but went back on October 3, 2009 with the Police, followed by CBC TV crew, to pick up my belongings at Narconon Canada.

After loading the car, Aline walked outside, escorted by the two police officers and said, ".....David, please don't hurt Narconon, it wouldn't be right....."Aline Proulx knew my strong and adamant feelings towards the Scientology doctrines about;..".....it's ok to lie, if it's good for the group....." I vehamently denied this doctrine and argued with her constantly about. She said, ".....David, you're the only person who's ever been able to rock my "stable datum" on anything....."

I may have rocked it, but she is 100% solid Scientologist, with about 10 years in the ORG, with people saluting her. I wonder if they still salute her, LOL?

Aline knew that the information I had would be damaging to Narconon.

Aline knew that what she had told me and documents she reviewed with me, could not only cause Narconon problems, but she would be held accountable to Narconon International, ABLE Canada, the COS.

She knew there was a shit storm coming quickly. Aline was right.

NN TR is still in Trois-Rivieres, but Narconon Canada and Aline Proulx are NO more, Dissolved and gone.

    I wonder why :)

    Next:)

I'm "biting at the bit" right now, wanting to post some of the evidence, emails, and dox that Aline Proulx is involved in, but OSA would have her squeezing those shiny tin cans for quite a while, and I wouldn't want her to miss the Court Hearing on Jan17, 2010. Have to wait until after the Hearing; it's all public then.

She could be "on the cans" for some time after the hearing though.

Saving some dox for a "rainy day" - "weather report for Jan 17, 2010, calls for heavy rain and thunder storms..,."

Re: David Love - Ministry of Health & Social Services Complaint

Itell says she's not even on staff at the New First Step Program at the new Quebec City ORG. She was the Deputy Director of Narconon Canada. She now lives in Ontario, but we will see her at the Court Hearing. She may be on the stand for quite some time, answering questions.

My advice to her would be, "Throw out the Scientology doctrine that it's ok to lie if it furthers the survival of the group." We have rebuttal dox and witnesses for nearly every question she will be asked.

Could be a very long, open and recorded hearing.

Government Investigation - Ministry of Health and Social Services!

    WE DID IT!

Thank you ever so much, whoever you are!

I just had a lengthy conversation with the investigator and there are two investigations under way right now. One for "Health Risks To Patients" and the other is the "False Success Rate".

I will forward, by email, additional dox and evidence which he will view this Monday morning.

Following review, we will meet in Trois-Rivieres where he will review the other dox that are too "sensitive" for me to send by email or regular mail. This meeting will expose and prove the conspiracy involved in the False Success Rate Scams.

The Dox I have, will bury them.

For me, this is a Big Win day. Thanks for all your support and help.

    Montreal Area Patient Exploitation

    Narconon - Government Investigation

The Narconon Trois-Rivieres addiction treatment center is again under scrutiny by multiple government agencies; including confirmation today that the Quebec Ministry of Health and Social Services in Trois-Rivieres, has begun two investigations. The health risks and safety of Patients and the advertised and promoted 70% success rate are both under investigation.

The Quebec Regional Service Quality and Complaints Commissioner reviewed documents of concern in October 2010, and confirmed today, November 26, 2010, that they have the powers to intervene when he is “suspicious that the rights of a person or group of people are not respected.”

Narconon Trois-Rivieres is also being investigated by the Quebec Human Rights Commission and the Quebec Labour Relations Commission, with one Court Hearing date set for mid-January 2011. There has been numerous complaints by ex Narconon employees to various Quebec Government agencies over the past 12 months and authorities have taken notice and are beginning to act. The safety and health and welfare of patients are serious concerns.

    Exploitation

Are some Narconon patients exploited for their value to this cult organization and does this abuse of authority cause undue harm? In my opinion it does and needs to be addressed by government and health agencies without delay, before another dies. Addiction treatment centers must have accredited facilities and qualified staff members to treat vulnerable and ill patients in their care. There should be no exceptions whatsoever.

Wikipedia defines exploitation as : “a persistent social relationship in which certain persons are being mistreated or unfairly used for the benefit of others. This corresponds to one ethical conception of exploitation, that is, the treatment of human beings as mere means to an end—or as mere "objects". In different terms, "exploitation" refers to the use of people as a resource, with little or no consideration of their well-being.”

At Narconon, graduate patients are designated as “Products.” Graduate patients doing well are classed as “Valuable Final Products” or VFP’s. Even as a “Wog”, (a scientology term used as a disparaging word for non-scientologists), the patients have value when doing well and can contribute in any form to further the survival of their scientology group.

Unfortunately, this is where the exploitation can be devastating to a patient nearing their program completion or once they graduate; especially when the patient has many past years of addiction and other psychological issues. The patients I interviewed were in fear of returning to their old environment and many of their apprehensions were notable and visible. This is not the time to enter into an intimate relationship with a staff member of any treatment center in which the patient was being treated. On the contrary, further qualified after care and counseling is in order in almost every case to prevent a relapse.

    Must Be Accredited

In July 2011, Narconon Trois-Rivieres will have to meet strict standards set by the Quebec Ministry of Health and Social Services and be “Accredited” to continue operating as an addiction treatment center. Will they be able to meet these standards? I doubt it.

The recent statements from ex-staff members and patients, have painted a clear picture of a treatment center which follows the pseudoscience practices and doctrines of the Church of Scientology. Some staff is from the Montreal Church and many Narconon administrative directives are received from this entity and closely followed.

The story of a young man’s death and untold other incidents of abuse, mistreatment, neglect, and exploitation of the vulnerable, may be but a sad memory for many, but they will not be forgotten.

    Narconon Addiction Treatment Lure

    http://www.examiner.com/personal-safety-in-montreal/narconon-addiction-treatment-lure

“The only way you can control anybody is to lie to them. You can write that down in your book in great big letters.”

    FOR IMMEDIATE RELEASE

    (Press Release) – Nov 27, 2010 –

A family member desperately seeking help for a loved one, searches online for a treatment center. Many years of pain, family breakdown and chaos, swirls their thoughts as they view page after page of web sites offering help and cures. They have attempted in vain to find a no cost government detox and treatment center, but the waiting list is too long and their family member has hit the bottom of addiction hell and wants help NOW! But the cost of $20,000 to $35,000 for a three to five month private center seems out of their affordability; or is it? How can a price be placed on the survival of a human life; especially a loved one?

And there it is! They have found their hope on the first page of a Google search and the promise of a 70% - 90% success rate, with space available for immediate treatment.

The web page states: “With admission being able to happen right away, Narconon Certified Counsellors are available to speak with you 24 hours a day, and seven days a week. With no waiting list, and availability 365 days a year, our Narconon addiction center is the best choice for a family in need.” Narconon looks like it may be their answer. This offer of immediate help to the vulnerable addict or family member looks extremely attractive and the online form is filled out or the Toll Free number is called.

    Blind Leading the Blind:

Staff employees at Narconon are not medical professionals, nor are they accredited health care workers or certified by any government authority. Notably, they are simply certified through a quick Narconon course, provided on site, as needed to perform as a “Certified Counsellor” or other named position such as “Withdrawal Specialist.” Many of these staff members are mere Narconon graduates who were recruited by the Scientology Executives while they were in their treatment program. Most do not have a college or university diploma or degree and know very little about generally accepted addiction treatment practices and professional care of patients. Although their heart may lead them to believe they are performing a good, charitable service, the damage from inexperience can be devastating indeed.

The person seeking help has no knowledge that Narconon is not accredited and has no professional, government certified care givers. The web site does not mention Scientology anywhere; only that the Narconon program books were written by L. Ron Hubbard, the creator of Scientology and that his technologies can cure an addict for life. In fact, they boast a 70% success rate and even as high as 90% on some Narconon web sites.

    Narconon is Scientology:

Most, if not all of the executive staff at Narconon, are Scientologists and many of the subordinate staff are also members of this cult group. Each Narconon center is independently owned and operated under a license from ABLE International, a Scientology-related entity.

In a meeting with Brad Melnychuk, (ABLE Canada Director), at Narconon Trois-Rivieres in the summer of 2009, Brad Melnychuk discussed his affiliation with Scientology and the extraordinary powers obtained in the higher spiritual realms. He spoke in depth about his anti-psychiatry views, world financial domination of banks and more notably the Rockefeller and Rothschild’s rise to financial power.

ABLE Canada is a Scientology related entity and Brad Melnychuk monitors the administration of the Narconon Program to ensure the Scientology doctrines and technology is not altered or adjusted in any way to care for or treat patients individually. It is Scientology policy NOT to add to or delete any doctrines whatsoever; even if the staff member feels that in doing so, it would benefit the patient. To alter this policy is a high crime and punished severely.

    Legal Problems and Issues:

Wikipedia: In December 1988, the president of the Church of Scientology, Heber Jentzsch, was arrested in Spain after an investigation into Narconon that resulted in (later dropped) allegations that he and the Church of Scientology were defrauding Spanish citizens and running its centers with unqualified staff. Spanish citizens began inundating the courthouse with phone calls complaining of being hoodwinked by Narconon. The judge in the case said at a news conference after the arrests that the only god of the church of Scientology is money, and he compared the church to a pyramid scheme in which members pay increasing sums of money. He said that Narconon swindled its clients and lured them into Scientology.

In March of 1972, the founder of Scientology wrote in a Policy Letter, “MAKE MONEY. MAKE MORE MONEY. MAKE OTHER PEOPLE PRODUCE SO AS TO MAKE MORE MONEY."

"We're playing for blood, the stake is EARTH."

He also stated in 1954, “Scientology...is not a religion."

Another famous quote from Hubbard is, “The only way you can control anybody is to lie to them. You can write that down in your book in great big letters.” (Lecture 1952)

    Narconon Success Rate:

Any vulnerable addict seeking help through an online web site is at the mercy of what they see and read. There is no mention of Scientology, but a whopping 70% success rate is obvious and bold. After reviewing documents concerning the success rate at Narconon Trois-Rivieres, it is clear that the promoted and advertised rate is but a lure to the ill and very exploitive in nature.

In another meeting with Brad Melnychuk, he spoke about his concern for the 70%-76% success rate that Narconon was promoting and advertising to help sway people’s decisions to enter the treatment program, but offered no solution to the misleading practice.

Not only are patients being lured into a treatment center under false and misrepresented success rates, but also being deceived that Narconon is operated with professional counsellors and other certified care givers, when the facts prove otherwise. Narconon is a Scientology controlled and managed entity, which lures vulnerable patients into their care for recruitment, money, and exploitation for the survival of their Scientology Group.
