2 aspects to the case: the constitutionality of the reg, either as applied or as written, and the guilt of Xander, which factually hinges on whether that shit is religious services (mixed question of law and fact), and whether they were taking place at the time.
Either it (the reg)stays the same, or is thrown out on constitutional grounds. The legislative body could re-write it after the fact but won't apply to Xander.
If brave lawanon is convicted, small fine, and endless fun on appeal. In the meantime, they have to prove all elements of case, tons of fun.
If acquitted on facts, its a finding that there were no "religious services" going on (most else is undisputed).
Actually worst case is that they punt, and drop the case for whatever reason, because then there is no resolution of the issue, and no fun.
But he who fight and run away live to fight another day.
They have to do something or it'll be like deja vu all over again. (apologies to Yogi)
