The local entity / authority that approves adoptions filter out most people and organizations -- I know because when Christian white supremacists managed to get a highway adopted in the San Diego area, I was one of countless people who complained and got emails back telling us that it was a mistake. The adoption agency would not allow Anonymous to adopt any highway. Anonymous isn't a 501(c)3 or a legitimate group. Would be amusing, yeah, but they won't allow it. Now Anonymous could create their own "Adopt a highway" signs and plant them, of course.
